As of November 2009, 194 countries have ratified it including all the members of the UN except Somalia and the United States. By 2011, they hope to create a common framework, create an open method of coordination, and develop their 2020 strategy. read more.
Only two United Nations member states have not ratified it: Somalia and the United States. have long argued that it could open the door to outside interference from government and U.N. Did you just say, "What?" Yeah, me too. I'm not entirely sure why the U.S. hasn't ratified the Convention. It seems like a no-brainer.
I recently read an excellent book called "The Road to Hell" on the impact of aid, mainly food aid, on destabilizing Somalia. Deminers are trying to do more demining with less money, and that creates the opening to develop tools that help them do that. Other commentators have talked about the distortions of foreign aid on countries.
