There are a myriad of options, opensource options are among the most popular, possibly the most popular. On the proprietary side, there are a number of options, and they fall into three categories: Single-source proprietary custom CMS (from one web shop, or web host).
Because of this, the deck has always been stacked against opensource tools in this arena. From my perspective, open data (via ope APIs) can sometimes be more important to consider than whether or not a tool is opensource – since integration with other tools, as well as using external tools of various sorts is critical.
Any consulting shop that does significant amounts of implementation and development (as we do) needs a project management and ticketing tool. We also have been using Google spreadsheets for some elements of project management. And, in addition, the best tool does nothing without good human project management skills using it.
