Discussion boards can be added to your website, leveraged in a Ning site, or you can use a google group or similar solution. Consider Ning, Basecamp, and Zoho. If users have to create an account, that in itself is a barrier, but it will allow you to delete accounts that spam. Some are huge. Some are successful, but messy.

The Seattle's Net Tuesday Group has just launched a social networking site on ning. Yikes, the first ever tag spam I've seen in the NpTech Tag Stream!
