The Consortium is made up of six island nations, commonwealths or territories: American Samoa, Commonwealth of the Northern Marianas, Federated States of Micronesia (including Chuuk and Pohnpei), Guam, Republic of the MarshallIslands and the Republic of Palau.
The MarshallIslands are still suffering as a results of atom bomb tests. Unlike on the mainland, where there is demand for scrap metal (and the ability to process the metal), I have to assume the economics don't make sense. Of course, much of the wreckage is left over from World War II and its immediate aftermath.
For many low-lying island nations , the challenge of higher seas and more intense tropical storms will be existential. Most of the populations of these regions live within a few miles of the shoreline, putting them in grave danger.
