They are all part of TechSoup Asia , which serves charities in the Philippines, Malaysia, Singapore, Thailand — and now Vietnam and Indonesia. Although Vietnam is regarded as a developing country, it has a literacy rate of 94 percent. English is increasingly favored as a second language. The country is 9 percent Buddhist.
