Nathan Ketsdever dropped a comment in the Tips for YouTube and Viral Video with lots of examples from e-politics. He mentioned using Creative Commons licensed music. Some of those are public domain, some are free, some are CC. Depending on the CC license, you should be able to use them without too much trouble.
