I have some of my best ideas while washing dishes, and I find some of the best sites while on the train. Evernote lets me organize files, web sites, pictures, audio, and notes, from any device. Another resource that lets you work on the files you want, when you want, is Dropbox. That is all, and that is enough.

Once I create the help document, I use the built-in tools in Screen Steps to, in a single click, upload to an internal Google Sites page we use as an intranet. User friendly - Have a few staff members or volunteers who weren’t involved in the design process go through the site as a "normal" user.
