A new copyright exception has been adopted nationwide just a couple of years earlier, the Chafee Amendment (also known as Section 121). Just three years ago, negotiators from around the world converged on Marrakesh, Morocco, to hash out a final deal. He came back the next day and gave me unbelievably positive news.
